He has to buy a non resident Missouri license just to hunt his own land there.

Not true if they are exotics! Non Native Species are concidered livestock so season, bag limits & license are not required. Plenty of free roaming exotics in parts of Texas.You might own the land but you don't own the game that lives on the land. Those belong to the state, thus you need a hunting license.
