No, I get the date, but I doubt very seriously there will be any noticeable rise in people carrying or derivatives, results or consequences there of. It just hasn't happened anywhere else these CC laws have gone into effect.

Carrying is a commitment to equipment and clothes or breaking the law. Those who chose to do so already do.
