A better question is, "why does San Antonio put so much stock in its mayor when they have a City Manager?" The mayor is basically just another councilman when you have a city manager. He's just the chairman of the council.

Castro is hoping to follow Obama to the White House. He is an articulate speaker (I've heard him speak at several venues) and on some issues does represent SA's best interests (he is basically a cheerleader for the city) but since the carrot of the presidency has been waived in front of his face he is becoming less of a representative of this city and more of one for the Democratic party.

Well 4 out 10 people in Texas voted for Obama this go around. That's getting close to purple. If it had not be for the large population of rural voters it could had easily been 50/50.
