Two points not being stressed here: 1)The cop lied on his sworn affidavit about Grisham keeping his hands near the rifle. He didn't until the officer tried to take it away from. 2) The dumbass cop swept Grisham's back and head when removing Grisham's pistol and handing it to the other LEO. Grisham was cuffed and held against the cruiser's bumper, wasn't a threat and certainly didn't need to have anyone point an unfamiliar weapon which may or may not have been loaded or functioning correctly at him. Poor training or lack of concern for the citizen's safety. I used to be a firearm's instructor and would have immediately failed the cop for that little stunt.
