There are ways around that and the effort to track down hundreds of false tips won't be worth it nor in their budget. With the right people and skills the tips database would be worthless.

It's as biased as the moderators for that particular article are. I'll agree that in general wikipedia is unbiased, but there are some articles that are obviously moderated on a bias.
