Forgive my ignorance, but can a 30.06 be posted on government property?
I suspect you know this already, but here goes.
There are some limited circumstances where a 30.06 sign is legally permissible and valid on government property. For example, government meetings are allowed to be individually posted under certain conditions.
Certain government property is statutorily off limits already, such as courthouses, the secured portions of correctional facilities, and professional sporting events held on government property. While these locations are off-limits by statute, redundant and unnecessary 30.06 signs are often posted by local officials who are ignorant of the law.
College campuses - which is the subject of this thread - have been and continue to be governed by a different set of rules as respects concealed carry. We are in somewhat uncharted territory with respect to what colleges can and cannot do in the context of where the Legislature might allow the line to be drawn, and how it might be enforced.
So, the answer to your question generally is "yes, under certain circumstances as allowed by law". The answer to your question specifically as it relates to MReed's post is "I seriously doubt it, but we don't know yet".
