Everything that needs to be accomplished in the barrel with a .300Blk round is done in the first 11 to 12 inches.
The welded FS on a 14.5 barrel is there only to make up the difference between 14.5 and 16 inches to make it legal. I don't know why anyone would go this route over a 16 inch barrel but the welding of the FS as opposed to screwed on or even pinned leaves no doubt as to legality.
The most common short length barrels for 300Blk are 10 to 12 inches leaving room for a suppressor.

14.5 + flash hider is still shorter than 16 + flash hider. So if you go with a 14.5 bbl and a welded flash hider that as short as you can get legally.
Not to get off topic too far but this thread reminds me of the LOLs I get when I see the 11.5" 5.56 barrels with the 5.5" welded flash hider that Model 1 Sales drags to all of the shows here in north Texas:

The short barrel helps you get subsonic velocities. If you don't care about that and plan to shoot supersonic most of the time, I would ditch the 300 BLK and go with 6.8 with a 30 cal can. That will double the power. Do a 6.8 with a YHM 762 titanium phantom and a THOR thermal sight for the ultimate protection from the world bacon shortage.
Oh and skip the hassle of getting a stamp and go with a 16" mid-length upper. If subsonic is not the primary reason you are looking at 300 BLK, there's just no point to it. 6.8 will kick it's ass around the block all day long with a supersonic crack.
