It could easily be argued the FBI has never reached too high a standard when it comes to ethical conduct.

The fbi has been so corrupt since the 1960s (when I first knew agents telling me about operations) the only reprieve will be to dismantle and rebuild from scratch.
The general public has no respect for the institution any more.
