They are required to. They must check the air intake system and make sure it complies with the smog stuff.

Not all counties require a smog check. 25 and older are exempt as well.

Those induction bolt heaters are about $400 on Amazon.$120-ish for a set of replacement wires. You could home brew one for $80, but obviously it wouldn't look as slick.

Whoa. I didn't know it was $400 and all the extra crap. A decent butane torch is $30-$40.
