I was let go from HP as part of a wide Layoff. The employees in Cali who were let go were paid their vacation. The employees in Texas were not. we all got severance pay though. So depending on the State depends if they have to pay you your vacation or not.

Gotcha makes sense.
I was fortunate that my LA-based company paid me out for 4 weeks vacay on top of my severance package

Feel free to expand on that. Specifically, I'm curious how you connect the quoted text with bureaucracy.

There's little to no market feedback, and no profit to measure return on investment with. That results in little incentive to improve the processes, and when there is incentive there's no objective measure to test improvement.

Both of those examples you gave struck me as processes that could and should be improved, but don't have to be improved because of the above.

For whatever reason, maybe a conflict of personalities, or the way I managed in my career offended you, or maybe you're just a grumpy cuss that got up on the wrong side of life.

I'm retired as well, and am not obligated anymore in having to deal with people who have your type attitude. I give it about the same priority as in about the same thought and concern I attribute to my ex-wives these days.

They are supposed to have them in the office and SUPPOSED to be giving them out when deserved.
I found out after I left that I was Supposed to have gotten quite a few of them from the store I was in. Have not seen one since the store opened 15 years ago. The only ones I ever got were from the Austin area from hold over managers from when Sam ran Walmart. From the last store, I know of nobody that got one in 15 years.
