No, it's really just that Rahm E. doesn't want Trump coming in, solving the problem, and not allowing Rahm to be the guy that gets it done. He doesn't want DJT stealing his issue, and he SURE as hell doesn't want to appear to be on the same side of any issue with DJT.

Remember that Michelle Obama's Chief of Staff was texting Foxx about this, trying to set up a meeting/conversation with Jizzie's family. There is a payoff going on here - either money or the promise of support (probably both) in her future political campaigns.

Although Rahm and the CPD's demand for reimbursement for funds expended in the investigation seems rather unorthodox, it is actually pretty sly. If Smollet refuses to pay, the City can proceed against him in court and hold some pretty interesting discovery. It's really the flipside of Smollet's idle threat to sue them. And it's pretty awesome.

If Smollet pays, there's some that say it'll be an admission of something. If he doesn't, he runs a very real risk of having the City get around the Court's order sealing the file and the discovery will be VERY damning for Smollet.
