This part is disturbing, "Working in secrecy, Mr. Johnson’s team huddled for hours daily under orders to use “our legal authorities to the fullest extent” on a new deportations policy, a senior administration official said."

That was a contributing factor, but not the sole cause. Debasing the currency, welfare programs, over extended imperialism, political corruption and cronyism, bureaucratic regulation... All rather familiar contributing factors. If I had to sum it up into one "cause", I would say they just got too big.
