I'm confused. Aren't drugs regulated on the federal level? How do states get to legalize them then?Simply put, suppressor are regulated at the federal level, so it really doesn't matter what a state passes as far as any laws stating whatever, the feds can and will prosecute you if you have not complied with federal law concerning them.
And yes, they have already prosecuted people where in states that had such laws. And the courts even upheld the convictions when the cases were appealed to a higher court.
So in nutshell, until the ATF makes different laws, it is what it is for now.

Dunno? What’s the harm is submitting notification and if it gets shot down and you don’t manufacture the device?

You are not wrong, but how would anyone know?
How is taking the can off evidence tampering? What if the stereo was on loud and you turned it down after the shooting? If you got blood in your eye (yours or the perps) is it tampering to wipe your eye?
Would make for an interesting case to prove.
Simple. If you fire a bullet through a barrel, it will have rifling marks from the barrel. If it is fired through a suppressor, it will have additional markings from the suppressor.
Because if they do a ballistics test, the suppressor is going to add additional markings to the bullet than just the rifling marks.
