They're a common sight these days around here and I always see them go on I-10 west to Hwy 80 back north.

This guy had to be off route which is a big screw up plus he was trying to cut thru the gas station parking lot. Lucky nobody was killed because the farmers market there is usually pretty busy on weekends.
You would think someone would have realized before they continued up 183. Looked like they were waiting for a bit too. One of the trailers didn't have a tractor attached when we drove by.

Permitted loads like that are usually routed by someone other than the driver, so unless he or she deviated from the assigned route, the idiot might be sitting at a desk routing a 14 ft high load under else under a 13 ft bridge for tomorrow.
On some of oversized or wide loads, the state designates certain routes as well for the driver to take. They also dictate the hours of operation for the route as well.

IIRC it's done when the company doing the hauling applies for overweight, overwidth and oversized load permits.

I don’t know about that, not enough lead time in the video to determine if the driver had reasonable cause to believe a train would be coming.

Sure, they may be other evidence, but that video alone doesn’t seem to show a preponderance.
This not an Act of God. Human negligence caused this.

No injuries though, so likely an insurance payout will cover all parties and not much cause for lawsuit.

Driver is 100% fault if his vehicle does not clear the RR crossing.
