I'll think that link is out of date WRT PC 46.03. It states hospitals and churches are location-restricted, but unlike the other restrictions in 46.03, hospitals and churches must post 30.06/7 to be restricted.this one is brief and easy to understand:

Well I got a Lightning OTF knife to start carrying. It's cool factor is though the roof. I haven't really had the chance to use it except for opening a box. More to come on this one after I've used it for a month or two.
Mostly i use D-2 or 440-C ,imo 154 cm is a poor replacement for ATS-34 so i pretty much stick to those but i have used several different types , S-30-V is great ,12-C-27 is another exelent steel if i am building straight razors i prefer A-2 or 440-C i can get them RC 61 pretty easily
Send it back. I've had several with zero issues. And I aint' exactly nice to them.My luck with the Boker Kalishnikov has not been as good. Bought 2 and both died within a few months. Some sort of spring failure as both stopped opening. I think I’ll save for a nicer knife.
