I've been black for quite a while and the only thing I've seen hold black people back is other black people. We are our own worst enemy. The civil rights movement, the war on drugs and the ensuing crack epidemic didn't make things any better. Pre-cival rights it was sink or swim and and we had to depend on ourselves to make it. Not the government. The war on drugs disproportionately affected the black community and put a lot of black men in jail. No men = single mothers = delinquent children = more black men in jail. The cycle started there and it's hard to break out of it.
