Everyone keeps saying that, but nobody is saying what he reacting to? That is the unanswered question.
If he just slammed the girl for no reason at all, he should be fired. But they did not fire him. There is more to this than we are being told.

March 2011: City hired Jason Gray as City Manager. Why was he the best candidate? Gray had been City Manager of Celina (a city with 6,000 population). McKinney had a population of 130,000 at the time. Even the Dallas Morning News commented, "Celina’s population of 6,000 is pint-sized compared with the 131,000 in McKinney."
May 2012: Jason Gray is unable to sell his home (his City Manager contract stipulates that he must move to McKinney) due to the $56,000 lien on it from a judgment from credit card lawsuits (See ithere). The city gives him $55,000 in taxpayer money in order to sell his house.
October 2012: In 21 months, Jason Gray fired or forced to resign 20 key City personnel, the most noteworthy being the announcement of Police Chief Doug Kowalski's termination via a YouTube video! Watch it here. According to the Dallas Morning News, due to all the firings, the City is forced to pay $650,000 in severance packages WITH TAX MONEY. Read the article here. In a PR nightmare, the news goes viral and McKinney and Jason Gray become the laughingstock of law enforcement blogs and websites around the U.S. .

October 2012: Gray fires police chief TO MAKE ROOM FOR HIS FRIEND, Joe Williams. GRAY DOES NOT INTERVIEW ANYONE ELSE FOR THE JOB, NOR DOES HE NAME HIM "INTERIM" OR "ACTING" CHIEF. He also gives him $22,000 MORE IN SALARY than the previous chief (who was in the job for 12 years). NOTE: Williams had previously been the chief of police in the tiny, tiny town of Celina (6,000 population). They had about 6 officers. McKinney has about 237 on MPD staff.
December 2013: Gray's performance review is made public. (Read the article here). Three of council gave him ranks of 0s, 1s and 2s (completely unsatisfactory). Some quotes from the review are "Mr. Gray lied to Council" and Mr. Gray "has poor relations with City Council". Other comments are that he is "unprofessional" and works less than 40 hours per week.
December 2013: Gray responds to his review by requesting a $60,000 raise! Somehow, he manages to get a $10,000 bonus. According to Town Square Buzz, "The document, (signed by both Gray and Mayor Brian Loughmiller on Nov. 19) states that Gray’s base salary will remain $191,000 but he will be given a $10,000 performance bonus".
February 2014: Gray is fired.
March 2015: Conley is hired as Chief.

Agreed. Out of twelve responding officers, only one was behaving that way. He is the example of "how not to do it". If not for his actions, the instigator of that party might have actually faced consequences for creating the disturbance. Now her charges have been dismissed.
What was the context? Prior to his actions what did she do that warranted him singling her out from others?
The video clearly shows the demeanor of the other officers. This guy was the command officer on scene. Yet no other officer mimicked, the officer in question, actions.
It appears to me, Two fellow officers defused the gun drawn situation. Not easy to do with an officer that out ranks you. Enough officers understood half the crowd had cell phones pointed their direction. This officer didn't give a Damn.
Considering the local culture, listen to the gasps of those, white and black, as the female, 80-90lbs child is slammed to the ground by her hair. It's disgusting.
I want to know who the fat white dude in the blue shorts and tan shirt is. He almost steps over the girl like she's dead meat. He's walking around watching this crap like it's a lawn being watered.
